Consensus Building Sometimes the way to the best
solution is to bring the stakeholders together and work out a consensus
strategy. Example Consensus Projects lead
by Brian A. Day: The National Office Paper Recycling Project Corporations from multiple
industries, environmental organizations, and local governments all felt the
best way to get office paper recycled was not necessarily to regulate it. An initial set of eight major industrial
players, four associations of local governments and a couple of major national
environmental organizations sat down at the table to develop a national policy
for office paper recycling. After 18
months of difficult work, a national strategy was agreed upon. Hundreds of
millions of dollars have now been invested by those industry sectors in keeping
with the commitment to this strategy.
To date there has been no further national regulation of the process,
and today millions of tons of paper have been recycled and purchased as
recycled content paper. Middle East Water Education Efforts
The US Government is the gavel holder (chair) of the Middle East Peace Process, Multi-lateral Working Group on Water. The US State Department put money into USAID to lead an effort to get the Water Working Group to develop a water education process that would involve the three core parties, the Palestinians, Israelis, and Jordanians. Brian A. Day served as the convener and facilitator of this process for two years. The outputs of the process included many printed materials, a half hour television program that was produced in three languages by J-Net / Ecology Communications and shown in 27 countries throughout the region and beyond.
